Since you are able to ejaculate, then I assume that all other aspects of growth have been normal. Your main concern is that the size of your penis is smaller that average. Since you haven't mentioned actual dimensions, I can only talk in general. Averages mean that there are people with both smaller and larger penis sizes. Everyone wants to be larger than average, but they can't be (else the average would rise). 90% of all adult men are between 3 inches and 7 inches when erect. Even sizes down to 2 inches, though rarer, are not unheard of.
But all of these deal with adult men and you are not there yet. While the ability to ejaculate typically comes in stage four of development, it can come as early as stage 2. So the question is what stage do the other factors point that you are at? It is possible that the order of development is different for you.
I took the test thing and it said 4.6.
Then in all likelihood you are just smaller than you would like to be. There isn't anything you can do about it in either case anyway.
Does that mean growth injections are a no then?
Growth hormones stimulate the entire body to grow according to the pattern in your DNA. If your pattern calls for a smaller than average penis, then growth hormones won't change that. There is no injection that will cause a single part of the body to grow. In addition, your body has switches regulating when to grow. One of the signs of adulthood is that growth basically stops. The gold-standard for determining your development is to take x-rays of your hand to determine if the growth plates are still active or not. Once they close down, they do not reopen. Since you appear to be near the end of your growth period, taking growth hormones can't cause something to grow that has already stopped growing.
There are offerings which give the illusion that your penis is bigger, but there is no product that actually makes the penis bigger.
I'm not bothered about my erect size although it is still small and below average. It's the size when it's flaccid -- I think that is the word. When I say it's like a baby penis I'm not exaggerating. This is the only real problem I have with it. I don't really know the erect size but from my judgment I would say it is 2 to 3 inches, which would be expected if it has to start such a small size.
When I think about it, it isn't like I personally have a problem with my penis really. It is more like I know that females in society will. Well, not the real decent ones, but you know you can never tell what someone is thinking. People just want to look their best so that others notice them and like them.
Actually the erect size of a penis cannot be predicted from its flaccid size. There is only a very loose correlation between the two. A three inch erect penis is smaller than average, but not so small that it will make much difference in sexual intercourse. There will be some sexual positions that you will not be able to use simply because you won't have the length. However, you will have an advantage that your wife will find sex more comfortable than with a husband with a larger penis.
I realize that as a teenager how you look to others is important. Most teenagers don't want to be seen as different from their peers. There isn't much you can do about teasing in the locker room. If boy can't find one thing to tease you about, they'll find something else. Of course, the snappy come back is "It isn't the size that's important, it's how you use it," which is true.
If you stick to God's teachings and wait until marriage for intimate relations, the size of your penis won't matter to your wife. If she has not known another man, she won't have anything to which to compare it, nor will she be interested in such matters. It is guys who tend to be visually stimulated, not gals. Besides you should not be out to impress your wife. Your goal as a husband is to care for her. "So husbands ought to love their own wives as their own bodies; he who loves his wife loves himself. For no one ever hated his own flesh, but nourishes and cherishes it, just as the Lord does the church. ... Nevertheless let each one of you in particular so love his own wife as himself, and let the wife see that she respects her husband" (Ephesians 5:28-29, 33).
