Is it possible for my penis to still grow in length if it already had a growth spurt? I’m not sure what stage I am in because it changes from 3.6-3.8 but I know that my testicles are 9 ml so is it still possible?

Both your stage estimate and your testicle size point that you are in the middle of stage 3, which is the period of rapid growth. It is during this stage that your penis grows the most in length and you still have approximately another year in this stage.
During stage 4, your penis will grow more in girth, but it will also grow a bit more in length as well.
