Starting puberty near the age of 14 is later than most boys. And if you are correct, you are also developing a bit slower than the usual two years per stage.
Since you are not following a typical growth pattern, you are better off asking your doctor your questions. He can actually see you and do any required tests to understand why you are developing slower than the average male.
