Hello,
OK, so I have these spots on my penis (shafts only), which are barely noticeable — no itch or pain. The last time I had sex was about several months ago, and besides oral, I used protection. I’m 28.

I didn’t know which spots had you concerned. The brown spots are hyperpigmentation. Nothing to worry about unless they change. The light-colored spots are Fordyce spots. Simply, you are seeing your oil glands through the skin. All men have them and they are nothing to worry about. See Fordyce Spots.
I hope you understand that condoms only reduce the odds of getting some disease, it doesn’t eliminate the possibility, just as it can’t totally eliminate the possibility of pregnancy. Oral sex also is no protection from disease, and while pregnancy is not likely to happen, again the odds are not zero.
This becomes one of several reasons why God tells us that sex is only for married couples. “Marriage is honorable among all, and the bed undefiled; but fornicators and adulterers God will judge” (Hebrews 13:4).
