Hi,
I am 15 years old. I have progressed into puberty, but am concerned. I am developed. I have leg hair, pubic hair, facial hair, armpit hair, etc. I am at a decent height for my age between 5’10” and 5’11”. But in my crotch area, my penis has not grown or my testicles. My balls have dropped a long time ago. But my penis and my balls haven’t grown. They are like child-sized. My penis is 2 inches flaccid and when hard 3 inches. My testes have dropped a little and have enlarged some a while back like 2 or 3 years ago and haven’t grown since. I was wondering if my penis and testes would eventually get bigger or will they be stuck the same size. I am slightly obese by 20 or 30 pounds. I do have a fat pad on my pubic area. Is this why they haven’t grown? Is there anything I can do to fix this?

A better question is what stage of development you have reached. I’m assuming you have reached stage 4, but it is only a guess. See the Tanner Stage Calculator in order to get an estimate. If my guess is correct, then you aren’t going to see any significant increase in size.
The normal range for an adult male penis is from 3 to 8 inches erect, with the average is 5.2 inches, so you are at the lowest end of the normal range [http://www.bjuinternational.com/bjui-blog/normal-review-analyzes-data-flaccid-erect-penis-lengths-men/]. Your fat is probably covering an inch or so of additional length.
While most men want to have impressive sized equipment, the fact is that not everyone is the same size. If this turns out to be your adult size, it doesn’t mean much in regards to the enjoyment of sex beyond your own thoughts. Your future wife’s vagina adapts to your penis size and the part that gives pleasure to a woman is the first inch or so into the vagina. From a woman’s point of view, a smaller penis is actually more comfortable than a large penis. There are some things that might have to be considered as far as sexual techniques, but since you aren’t close to marital age, that can be discussed later.
