The clear liquid coming out of your penis is called pre-ejaculate fluid (or precum in slang). The liquid comes from your Cowpers glands. They produce the fluid whenever you are strongly sexually aroused. The liquid fills up the tube in your penis (the urethra) and then spills out.
Therefore, what it means is that another part of your reproductive organs is starting to function. And, yes, it means that the other glands are probably not that far behind and you’ll be ejaculating semen. How long it will be before that happens is difficult to predict.
