Given the fact that I am in late Stage 4 and 5’9″ or 5’9″1/2, how unlikely are the chances that I’ll reach 6 feet by my 17th birthday next June? And how often should I measure my height? I measure myself all the time. It’s become a bad habit, and I’ve become obsessed with doing it. People say I’ve measured myself at the same height for so long because I’m always measuring myself and not giving it enough time to see the changes. Is this true?

It is not likely you will reach 6 feet. Depending on how “late” in stage 4 you are, you may reach 5’10 “or 5’10” 1/2. You will see most of the growth in wider shoulders and larger muscles.
Yes, you can easily become obsessive — it is a typical teenage trait. Measure yourself once a quarter or even twice a year if you can stand to wait that long. But you should measure like you were going to get fitted for a suit. Then, you will see how you are growing. Height is just one measurement. Here are some others:
