I am 15 years old and at the end of stage 3. My height is 165 cm and my wrists only 6″. I have a very small frame. My question is: Will my wrists broaden in stage 4 as the shoulders do?

Yes, your bones in your wrists will continue to grow through stage 4. Whether it will be significant, I cannot say.
