I am 17 and I am a little worried about my penis size. It’s 6.4 inches erect, but it has not gotten wider. I have pubic hair, a little on my inner thighs, and a faint strip of hair toward my belly button. I got 4.3 on the Tanner scale test. I am 190 cm. I have little chin hair and some sideburns forming. I am still growing.

The difficulty that you leave me is that people tend to judge sizes relatively. Because you are taller than average and have a longer than average erect penis length, it is easy to misjudge the girth of your penis and think it is smaller than it really is. While you gave me a lot of details, you didn’t mention the actual girth of your erect penis.
You are still in the first part of stage 4. Your penis gets wider during stage 4, but that doesn’t mean it starts getting wider at the start of stage 4. I suspect that you’ll just have to be patient. In the next year or so, you’ll realize it has gotten wider.

I measured it and it was 11 cm (4.3 inches) in girth. I am hoping one day it can reach 6.7 inches.

Why does the size of your penis make a difference? The average length of a male penis is 5.25 inches erect, so you are already longer than average. The normal girth for an adult male penis is 3.6 inches to 5.6 inches. So you are well within the average range.

Will it only grow in girth or will it grow in length and girth?

During stage 4, the penis grows mostly in girth, though the length increases a bit more.
