Masturbation is physically stimulating your body in ways that cause ejaculation. There are numerous spots on the body that trigger sexual feelings to varying degrees. The perineum is just one. Anything on the outside surface of the body is not harmful.
Masturbating is not considered a sin. See: Is masturbation considered a sin? However, there are guys who do sinful things while masturbating, such as looking at pornography. Thus, the two are often intermixed and it is the reason masturbation is sometimes condemned.
