I recently started masturbating because my friends said they did, and I was curious. I masturbated, and I think orgasmed, but nothing comes out. It felt like something was going to happen, but nothing did. I am 15 almost 16. I guess I can’t ejaculate. No semen or pre-cum comes out when I climaxed. Should I stop masturbating since I don’t need to release excess semen? When will I know that I can ejaculate?

Different boys mature at different rates. But in addition, some boys’ seminal vesicles (the glands that produce semen) develop in stage 2 but in others, the glands don’t develop until stage 4. Until your seminal vesicles start producing semen, you won’t be able to ejaculate. Until your Cowper’s glands start to function, you won’t drip pre-cum when you are aroused. However, the part that causes orgasms has started functioning, so the other parts won’t be a long time off.
Until you have a need to ejaculate, I strongly suggest that you stop masturbating. Continuing now can just make you frustrated that nothing is happening. Also, it is too easy to fall into the trap of wanting to force something to happen and get caught up in sin like lust and pornography.
Most likely the first time it happens will catch you unawares. You might be showering, get a massive erection, and while washing and trigger an ejaculation. You could be in bed, about to fall asleep and a vivid dream causes you to ejaculate. However it happens, it will eventually happen. You just need to be a bit more patient.
